Game exe wont open when I click on it

So this is slightly relevant to the last discussion I made regarding a problem I was having with the King of Fighters 13. https://steamcommunity.com/discussions/forum/1/3595590330323587907/

If I go into the games folder and try to run it's executable/application file nothing happens, the hourglass that shows up near the mouse as things load will appead for a split second but go away, and no matter how long I wait nothing will happen. I can get the game to load through Steam, just not through the executable file.

The reason I wish to get the game to boot through the exe file is because an exe or ini file are the only ways to boot a game through the software 3D-Analyze https://games.softpedia.com/get/Tools/3D-Analyze.shtml

Does anybody know why I might be having trouble getting the games exe file to work? Thank you.

Oh wow, it's a good thing that I am rich and can just buy pricey computers whenever I feel like it!..

Right click game.exe and run as admin.
Also if that doesnt work,
Add it through exceptions of the AV and firewall just incase security software is blocking it.
