How to access/delete cloud saves?
Long story short I messed up the settings in a game to the point it crashes on startup. I haven't played the game just messed with the settings. Turns out it isn't one of those "Apply settings" games, it's one of those "change it and ask if you like" games, and the res I put is beyond my video card.

How do I get to the cloud save for this game to delete it so I can have a clean install?

This what you want to do, disable cloud save for said game, right click on it > properties > uncheck box for cloud save, now go delete game save files. This site might shows where game save are at, if not can try asking in game sub forum if anyone knows.

If delete save, run game, make your new save, close game, now copy save you're gonna need it toreplace it on the cloud. So go reenable cloud save this will download your cloud save when you launch, so run game, while it running, replace saves with your save copy you made, then force game alt + F4 or task manager, once done steam cloud will sync that copy save you made to the cloud, and your done.

Your cloud saves are managed by the game which is sort of the point. Steam is just the repository of data. The game is what manages the save states
