Can't Change my Steam country. (Visa, Paypal, gift cards)

As the title says, I can't change my steam region. Even when contacting support, the most useful things they could provide is just the boring "Use a payment method in that country". I mean yeah? what I'm supposed to do if there is no reliable payment method in my country? Paypal is banned from here, and Gift cards are not available(Due to inflation and dead currency), The only thing I can use is either MasterCard or visa, which they rejected for two contradicting reasons. Some say(steam support) that it is used previously to change country, and others say it is registered outside your region. Knowing that I linked it with a new account(the same country I want to change to) without any problems!

I don't know what's happening to steam. Please if someone has a solution, I will appreciate it.

The cooldown to change countries is 3 months.

To change your country after the cooldown, you must have a payment method with a billing address from the new country.
