Contact your system administrator. Or stop trying to buy Steam games from your company network.

Are you trying to do this from cybercafe, school, library, or work place computer???

Is this your PC, or someone else PC?

Did you do something really silly on your PC that mess with your permissions, and so on?

If this is your personal PC on your own network, and didn't mess with windows OS, or settings, then do virus scan, and enable rootkit scan via settings, it take awhile, but this to ensure your not using something that trying to do something it not suppose to, or had download / installed a virus that trying to get access, or modify things.

Quick question is this Windows 10 S, or Windows 11 S? If yes, the S mode is what stops you from installing/running 3rd party apps it didn't approve of from Windows store. To fix that you have to leave S mode, and just so you know, you can not revert back to S mode, plus there no real reason to using S mode really.

If so, how about just nuke it, reinstall the OS on it, don't want S mode, want normal windows, wipe everything on the device if have nothing important on it, if have important things on it, back them up on cloud service, or use usb storage drive.

It's designed to lock down the Windows operating system, where you're only allowed to install apps that from Windows store that been approved by microsoft. Example Steam isn't on Windows store, so there no way to install it, let alone run it if S mode stopping you from doing so because it's not from the Windows store.
