weird flashing colors

It almost looks like fireworks, but I get many big splashes of colors.. pinks, whites, blues, greens, purples etc. that flash up on screen in a circle in a random location on the monitor, and go away. I can play with it.. it's def just a bit distracting though. It happens on the menu, in game, just not in loading screens though it seems.
At first I thought this was a driver issue. But after installing the newest ones, same issue.

I dont know where else to ask please help
Any ideas? I'm baffled, and googling flashing colors.. it usually only leads to dead pixel issues

Could be dead or stuck pixels.

How old is the monitor

they are not permanent though, they pop in and out and one spot doesnt last more than 2 seconds at most.
also my monitor is about 10 months old? if i had to guesstimate

at first it was only overwatch 2, then it moved to pubg. also figured steam is used by PC players, maybe fellow PC players might know?

If you turn off the steam overlay for the affected games, do they still appear?
