so I bought Persona royal gift card (EU), and my friend in the USA is trying to play the game through library sharing, but he can't find it, if he used VPN to access it, would he be at risk of a ban??

does the game support family sharing? not all games can be family shared

and your friend should never use a VPN to bypass any kind of region restriction. that can result in accounts getting locked/terminated (and depending on what they are doing, it could result in ALL related accounts and that could include yours)

the game includes family sharing, it's just that he can't locate it in his library even though the rest of the games are showing.

using a vpn to bypass any kind of region restrictions can result in a ban.
