How can i buy GTA COMPLETE (with 1;2) and activate it to Russian steam acc?

As the Grand Theft Auto Complete Collection does not appear to be for sale in Russia, you would need to find a Rest of World key, which should activate on any account, unless your local laws prohibit the game from being sold there.
