Does steam use 24 hour or 12 hour clock?
I can use market again on the "20/7/16 at 2:13" does anyone know what clock they use 12 hour or 24 hour? Because I don't know if this is morning or night.

Lack of am/pm probably means 24h.

It should be the same time of day as the act that triggered the restriction. So let's say you reset your password at 2 AM on July 13th, then the market would become available ay 2 am on July 20th. If you did the password reset at 2 pm on July 13th then the market would become available at 2 pm on July 20th
