Really Annoying Steam Overlay Bug - Any Ideas?

Hi, first discussion post but just trying to see if I could get any insight or help on this issue I have been having for a while now. I have not seen any other posts with quite the same problem so allow me to explain. In certain games, I believe I have only experienced it in both Garry's Mod and CS:GO, though possibly others, there is a chance that upon opening the Steam overlay my keyboard layout is completely scrambled.

Most of the keys show no response, while some have acquired a random function of another key (example: pressing E acts as if I was pressing CTRL, or any letter typing a different one), although if I hold down left ALT and type, the keys have their regular function. This quickly makes the game unplayable, and persists until I restart the game, which during a competitive match of CS:GO, or even just during any gameplay session, is very inconvenient. Typically once this occurs I close the game and disable the Steam overlay. While this fixes the issue, I then cannot utilize the overlay, which also makes chatting or other actions bothersome. I'd like to note that once this happens, the problem is then present both in the overlay and in-game.

I have experienced this for at least a couple years now, and have tried what little I could to stop the issue. I have attempted opting out of the Steam beta updates, but this has not seemed to fix it, and without being able to find posts on the issue, I have had very few ideas outside of disabling the overlay entirely. I have re-enabled the overlay on multiple occasions and the problem seemed to subside, only to return at some point. I would like to know if anyone has any ideas I could try in order to correct this, as the inconvenience of not being able to use the overlay in these games does get rather annoying at times. Thanks.
