Pre-order offline
If I pre-order a game, and then I take my laptop and go somewhere where there's no internet on the day of release, will I be able to play the game or will I need an Internet connection to unlock it?

You will require an internet connection; it is also likely the game will have a day-1 patch.

Pre-ordering doesn't necessarily mean preloading.
Preloading doesn't mean a full game download.

My answer is if you'regoing somewhere and you wont have wifi and youll be driving just stop at a McDonalds and use their free wifi, unlock the game, then leave and go wherever you are planning on going and enjoy the game.

Depends on the game itself. Some will not work without an "always on" internet connection.

I was thinking of pre-ordering the game Inside, which is an Indie, so it shouldn't need an 'always on' internet connection. But I am going away for two weeks, no internet. Btw, thank you all for the answers :) I might do as Pippin said and bring my laptop to a store or ask someone to turn their phone into a hotspot for a minute. Idk. But anyways, thank you all :)

Inside does not have a preload option, so you may be able to pre-purchase it, but you can only download it after it has been released.
So, yes, you need an internet connection to play the game.
You always need one for the very first start of the game to verify that you do in fact own a license for the game. After that you can go into offline mode in Steam.

It's what I meant. I've already bought it and sadly realized there's no preload, so I guess now all that's left to do is hope for the best and see if I can scavage any internet from anywhere and download it when I'm gone.

Its also not a new game; it's been out already on Consoles.
And it's $20 for roughly a 3 hour (or less) game too.
Overall though, I don't see what is the big deal with regards to "pre-load" it says it requires 3GB HDD space; so that roughly translates to approx 1.2-1.5GB worth of actual downloading.
