You cannot activate or buy DLC for a product you don't own on Steam (yet).
"HOW" did you supposedly download the DLC without owning the basegame? I'd believe it only if you were shared the game and you used the client console, but I don't see any other way to do that (and I really doubt you did that).

You're on a 32-bit OS, that's the issue.
The game requires a 64-bit OS to download more than just the redistributable files.
