Can't make my Screenshots Public

The drop down list where to choose to make it private or Public will not open so I can choose to make my Screenshots show to everyone. How can I fix this?

You need to be an unlimited user to upload public screenshots.

there is one thing it says that I can't do yet I'm doing it now posting on the forums was just wondering about that I'm not complaining though

You can post, you just can't post frequently.

No no, you can post anywhere that doesn't require ownership of a game.

You just can't continuously post over and over and over repeatedly.

DOTA 2 is Free to Play, but I'd imagine I could post there with my alt. if I had played it x hours having seen some limited users be able to post there.

Also this way with Borealis for example, which I actually own and have launched on that account. Strike that. Borealis seems to work on my alt. now, with 0.2 hours.

I guess DOTA 2 considers "ownership" to be "played the game for a while"? I dunno, Steam is strange.

I was able to post in these discussions before I even owned Skyrim so how did I manage that? And I'm not even an unlimited user

Your posthistory shows no posts on Skyrim's forums. General ones should work even without games.
