If i said to you, my car doesn't work, im using a key - that tells you nothing. You'd want to know about sounds it makes, or if the key even turns etc.

Sometimes steam gets stuck when trying to make a purchase. It's rare. Try using a different device to buy the item, or as others have said, make sure that you have the money for the game.

If tidavia want to buy by paypal what you can do is go on the option of payment method and there select paypal as if you were agragando another account and remove the tab where it says save , since paypal for every purchase needs the password verification .
