Anyway, as far as I know there is nothing in Valve's terms of service/subscriber agreement explicitly forbidding people from using alts. You should be fine.
That said, if you plan on using the alt for the same things you used your main for, you will probably just be banned again.
The Steam Community moderators got sick of you guys, so if they see you pulling the same old stuff I doubt they'll appreciate it.
You might know how I can be 100% sure I will not get community ban again?
However, if you do the same stuff on the alt that made the Steam community mods ban you in the first place, then they'll probably ban you again. Just make sure to follow the rules.
Like llefty already pointed out, that's not your "brother." It's you. Both accounts share the same names.
And as you claim to be the "marketing guy" for a scamming/spamming skin gambling site that was banned for scamming and spamming, then that's probably *why* your "brother's" 3 accounts were banned.
Along with then just making new websites and harassing steam mods.
