Sounds like you initiated a chargeback, which is essentially fraud in your case. Not a refund.
If this was a charge back, reverse it, contact steam support and fix the issue stating you didn't understand the process completely.
Second of all steam aren't perfect they do make mistakes and problems arise, however they very rarely make a mistake this serious. I suggest you go strait to steam support and request to sort this out. If it is a error on there end they should recognize it quickly and help. I suggest not taking this personal and keeping a ration thought process and not to lash out when talking to support as it will not help at all it may be frustrating during the process due to there 0 tolerance to bans of any sort. But try gather all evidence possible to help with your case.
Chargeback would be you telling your credit card company to reverse the charges. How did you do this refund? Via steam or your bank/card?
i have a feeling there is a lot more going on than the op is telling .
