Buying a bundle I already own as gift?

Just wondering, why am I not allowed to buy a game bundle as gift if I already own it? I can understand the ban on 2-pack or 4-pack games for myself and friends, but this makes no sense whatsoever.
For example, Civilization V, I can buy it as gift as a game only and DLCs separately, but a bundle with all DLCs (which is really good offer) is not available? Why?

Because that particular bundle adjusts its price based on what you already own. Those types of bundles can not be gifted.

You should be able to purchase a complete pack as a gift to send to a friend.

Because the contents of Sid Meier's Civilization V: Complete are personalized for your account, it cannot be purchased as a gift.

If you already own everything in it you can't even see the price or add it to your cart. The only way to gift that kind of bundle right now is to make a separate account that doesn't own anything in it. Hopefully they fix this issue soon.

Ok, I get it now. Though I still think its silly, they are missing out on sales in the wake of Civ VI release. I wanted to hook up my bro on Civ before October :)

If bundling system is such, they should make a "complete" or "GOTY" release of the game as they had for Civ 4 with all DLCs, ist not like they'll be releasing anything else for it. Once October comes, noone would care any more. But, it is as it is...
