Rest of World.

Basically, it means that the game is available in the rest of the world.

Depends on the game, but in the case of Bioshock: Infinite, yes, the ROW version is uncensored.

For future reference, here's a quick list of the suffixes and the possible restrictions:

-(ROW) or (WW) - Rest of the World or World Wide - Usually fully uncensored, all languages available, no restrictions.
-(NA) - North America - Same as ROW.
-(UK) - United Kingdom - Usually the same as ROW/NA, but sometimes comes with restrictions and/or limited content, too.
-(DE) - Germany - Mostly the censored low-violence version and often comes with German language only.
-(RU) - Russia - Often regionally locked to Russia so that it can't be activated from outside Russia without using a VPN/Proxy, additionally often comes with Russian language only.

It bears repeating that using a VPN to do that is against Steam's terms and conditions and can get your account permanently locked.
