Region Restriction Error (FIXED!)

Greetings.

I very, very recently purchased four-pack for Viscera Clean-up Detail and Lethal League, and I gifted one copy of each game to brother#1, brother#2, and cousin#1.

I am aware of region restrictions for the games I purchased via VISA Credit Card (PayMaya), and I was charged in Philippine Peso (PHP). In the inventory descriptions, it's written "This is a restricted gift which can only be redeemed in these countries: Indonesia, Malaysia, Philippines, Singapore, Thailand, Viet Nam."

Now, the four of us are in the Philippines without a doubt, and our Steam Stores display in PHP, not USD or other currency. My copies of the games immediately went to my Library, but that wasn't the case for my brother. When he tried to move his copies to his Library, a message pop-up told him he couldn't because the game was restricted for his country. Which is weird because we are in the same house, using the same internet connection.

It would be nice if someone could enlighten me as to how to resolve this issue.

TL;DR: Bought a 4-pack in SEA, recipient of a copy also from SEA cannot move the gift to Library because it's "restricted", even though the game was bought and received in the same region.

FIXED! Turns out our IP address was registering under US. We used a local teleco mobile LTE, and voila, with a PH IP address, we were able to activate the game. Yey! :D

I think we might have fixed the problem.

Apparently our home DSL internet's IP address was registering as somewhere in the US. (Also as evidenced by our SteamGuard emails stating the email address.) When we used mobile data (with a PH IP address), we were able to activate the game no problem. :)
