If I have steam on one pc where I have played the games and made the progress, and I download steam onto another pc, will my game be saved in the same spot?

If you have Steam Cloud enabled, then it will transfer the save files over, and only if that game uses Steam Cloud saving.

there is one default save game location yes. But most games have cloud save. So your savegames are online for the most part.

How do I set up a steam cloud? will it save my progress from now or will I have to start over?

Go to Settings -> Cloud -> Enable Steam Cloud (check box)

The next time you start up your game, and close out of it, Steam cloud will begin the syncing process.

You dont set it up. its set by default. when you're online and playing your games save to cloud.
however that depends on the game, 99% of them have cloud saves, but a few rare ones don't. In that case you have to manually move the saves.

Yup. Just remember to start each of the games you want to transfer with the Steam Cloud. Each game needs to be initialized first to recognize the cloud saving for that game.
