Denied purchase

So valve is deciding its okay to deny purchases a lot it seems during the summer steam sale, i was wanting to get completely caught up on buying games during this sale. Which is quite the hefty sum, I decided to split the purchase up. They didn't let me purchase a single game! and now wont even let me use my steam credit. I have well over enough for steam credit.

It wont even let me purchase the Terraria 4 pack so i can play with friends! your ruining fun for everyone here valve. They aren't even letting me use my steam credit, WHICH there is plenty of for that pack.

I wasn't using a new payment method, I've always used my Paypal to pay for everything on steam because i want that 2nd barrier encase the account ever gets hacked. I never save my payment information. Its also not my first time purchasing a ton of games during the summer sale. I did so last year in the fall sale.

I understand blocking new payment methods that haven't ever been used on the account. I understand blocking new accounts just encase. Your losing money by blocking people.

ETA: I have contacted valve about this, They have gotten back to me once. within 10 minutes of the ticket, which i believe was automated. And i have replied with the necessary information and ive been waiting going on 13 hours for another reply.
