It's probably because it's discounted. I added it to my cart to see what comes up, and it just says:

Counter-Strike Global Offensive
"%s" can only be purchased for your own account at this time.

When the sale is over, it will probably allow you to purchase it as a gift. I know it seems kind of odd, but I'm sure there's some reason they have it set this way.

“CS:GO will not be giftable during the sale,” the rep said. “Our goal with sales is to grow the community and historically, during sales, the new users that stick around are mainly the ones that purchase copies for themselves.”

Exactly. I tried it with other games that are discounted with no problems. Notice there is no value in the "%s". I'm thinking it has to be an error. I've reached out to support and have not heard anything yet. Has anyone heard from support?
