You buy games on your account. It doesn't matter what computer you use. It's important to note what account you are using whenever you're buying games.

So, whenever you login at a different device, like a Windows laptop, Android app (Steam), your steam link, your steam box, your origin PC, your Windows tablet, your crappy Dell office computer, your pre-build bestbuy pc, your overpaid alienware hardware, surface, Mac (Apple), your linux computer running a certain distro, Steam OS, etc, etc..
Every device with steam installed enables you to login to with your steam credentials.
Basicly, you can login at your gran's old pentium to play a poker game you bought for your own account on gran's pc made of porcelain.
From the library you can choose a game to install.

To get to the "Tools" section, all you have to do is click the "Library" in your steam client, then choose the filter/option that says 'tools'. Extra content may be listed there.
Otherwise extra content has their own folder that's named like that. Hotline Miami has it's own soundtrack map near it's game installation whenever you install it. Manual browsing is sometimes required.

What are you trying to do? Do you have the steam client installed? Do you see the game in your library?
I have the same problem. Happened twice actually, first with Path of Exile, then with Rift. Steam says I have that game on my collection, but it doesn't show on my library. And when i go to the games steam page, it wont allow me to install or download.
I had these games on a previous pc also, which probably causes the issue. Although bit sad that it does..
