steam IP address has been rate limited problem
Hello. Currently playing a game called Elsword . I am attempting to buy some of the in game currency but when I get to the purchase screen I get an error that says

"IP address rate limited"

There are a total of 4 of in the same house playing the game and I know that at lease 2 of us have bought in game money. Does anyone know how to fix this?

It's most likely due to the overload of people purchasing games on Steam as well as processing other transactions that is preventing yours. Just wait some time and attempt it again after some people have stopped lol.
