Your first post says what your problem was, you wrote it.
i was downloading a game and after i was done
before i played a single minute it said
played time 2,1h(time it took to download) on steam
it did run, but if it didnt for whatever reason, id be fked
the 2h window is a joke beyond comprehension
including the fact that SOME games count the download time as played
the only thing i bought from steam was the downloader
which gave me a client, which steam counts played time as its running
what a joke
Sure you didnt see the total download timesomewhere and missunderstood?
It's the time on your profile that counts afaik.

what i got from steam was a few mb client, which then downloaded the several gb game by itself
while doing so the played time racked up
Was it a free to play game?
it was b2p game ....
i tested the game in their free week, and it was glitched but i resolved it
but if i didnt, and bought it straight and didnt get it to work
the only thing support would beat around my head would be
2h+ CANT REFUN IT LULZ

but yeah, its kinda scummy since you cant load the actual game without the patcher running
nice way to get around the refund rule if you ask me
not sure but i THINK its the same for all those f2p MMOS on steam
i dont really play them
but when i tried a few years back, all you get is the patcher who loads the full game
tho refund doesnt matter on f2p games for obvious reasons
but i wonder if its the same for final fantasy14 and elderscrolls mmo on steam since they have to be bought as well
Steam should have a separate patcher launcher possibly that doesn't count the game as running? Or tell devs to not use patchers in non f2p games.
afaik they have patcher for each of their game
so would be weird not to have one on this
yeah, im not really familiar if these kinds of patchers are regularly used in other games
