Parental Control on most routers means bandwidth nerf, using a slow pre-configurated DNS (Set standard, but can be reconfigurated perhaps) or responsive time on connectivity which cuts down the download to filter.
If I should guess, because I can't see the entire network topology and configurations, you probably got a parental control with a bandwidth nerf. If that's not the case, the parental control is bugged and you need to disable it in order to make it work OR contact Linksys customer support and ask them a solution to fix this.
You're on a wifi connection right? Wifi connection is ~6 times or 3 times slower than normal wired connection.
in my case it's down to 3mb/s from 20mb/s, at full signal with the router right next to me.
That's why I said 6-3 times slower.
However, I don't have a normal router, I have a router that you don't even find on the market, one with a ROUND fiber entry in it (exactly like what TV's use)
But yeah, like I said in my previous post. It all depends on equipment that could handle. I used to have a build-in modem / TV receiver from my provider and only received 1/2 of my actual speed. I expanded my network topology with an Asus AC router together with a wider broadcast antenna. 25 meter / 82 feet still gives me full signal of 200 Megabits (25 megabytes in actual theory). However, I prefer using cable, but my laptop is a different case tho.

To the original poster: It would be best to list your situation other than a vague description.
Like: Are you using wifi or ethernet?
Does the rest of the computers in your house have any problems with this?
Did the change into download speed drop only happened when Parental Control was applied?
And some PC tech forum boards are mostly everywhere, google is your friend to check if multiple people had this issue and had a fix for it.
PS: Multiple computers on your network doing stuff like watching streams (Netflix, Youtube or Twitch) could interfere your download speeds. Probably check again if no computer is on or doing any downloading activities.
The linksys forums mention about parental controls not consistent or kinda buggy.

I think it would be best to contact technical support about this matter, since they know their product better than we do (hopefully..).
If they can't help you and the router is less than a week old, return it and get a good one. My recommendations are Asus, Netgear or TP-link. My experience with Linksys aren't that fabulous. It still haunts me sadly.
If you can't return the router or anything, you could always try:
- An AC-WiFi adapter that you can plug in with USB. (This would be the cheapest methode)
- A powerline (A hybrid kind of cabled ethernet).
