That doesn't work either.
For me the AMD software seemed to be causing a conflict. If I had the app opened or in use the steam SS wouldnt work, but the rest of the overlay would, but if I just had the AMD soft running in background, just not activated the SS feature worked fine. I'm assuming it was the conflict in the AMD soft's ss capture and replay clips features. Which is wierd as you can still use those feature and get steam SS as long as its just running in background and the AMD interface isnt loaded/open on the desktop.
So I checked the other comments just in case cause I apologize if this was used before.
I can't use F12(it changes the screen brightness on my laptop) not can I use "run as admin"
If you're able to use shift-tab you can change the shortcut for the screenshot button.
Sorry if this doesn't work for anyone else or was already mentioned, I just found this out by screwing around with shift-tab after seeing this thread.
I was playing Cattails & wanted to post a screenshot, I'm guessing F12 use to work on a past laptop(cause I got 3-4 screenshots for My Time in Portia) but not anymore. Still not sure what happened but this quick shift-tab shortcut edit helped a lot.
try holding FN+F1 to disabled it

Well, not so much. The platform has changed a lot. The integration with games has changed a lot. Hardware has moved on and been updated or replaced. Heck, even the OS has fundamentally changed many times since this was first an issue.
But the real biggie: Steam and it's ability to make things like this work properly has not changed very much!
I've just re-encountered this problem for about the n-th time, and this thread has helped me fix it again for now, although I'm not 100% sure which of the things I tried make the difference.
But your post did make me think of something else that might have also made a difference. Win10 has some funny ideas about access rights sometimes. I was originally saving screenies in a subfolder of my 'Users/Pictures' directory. But that's actually a sim-link to somewhere else now, and I still don't really understand the internals of all that.
But it could be an access permissions thing. I changed my save folder to simply "C:/temp/SteamScreenshots" and that, in combination with clearing the hotkey and 'Community' boxes, shutting down any games and Steam (Using Taskmaster to make sure all processes were actually nuked), launching Steam with admin rights, setting Community, overlay and hotkey settings back to something sensible, and then re-launching the game actually has resolved the issue.

Was recording all the different attacks in Super Robot Wars 30 by screenshot slideshow, suddenly couldn't take screenshots. Opened up another game entirely after giving up on all the methods in this thread: Screenshot F12 key still takes screenshots in those games.
I did notice something though EVERY time a screenshot was accepted:
It would cause a 0.002 second stutter for every time it took a screenshot in any other game.
