Region locking
If I live in China, and get my friend in NZ, can my friend switch my store location from China to NZ?

No. You're violating the SSA in two different ways in this instance. First, for allowing someone other than yourself to use your account. And second, using a method to circumvent regional filters. I suggest you read this: http://store.steampowered.com/subscriber_agreement/

Sadly this shows one of the main problems. People are willing to pay much more for a game that they can't get, but aren't able to because of region restrictions.
