Well, I can't exit Steam.
I left a game and apparently it is still running.
Do I need to restart my computer, or is there another way to solve this?

That happened to me with a game, i still haven't found anything to fix it.

Press at the same time Ctrl+Alt+delete. You'll need to go to task manager. Then click steam client and press end task and it will automatically shutdown.
