CS:GO won't launch

So I have just recently built a computer at home and I've installed steam and CS:GO.

I'm having the problem where I open steam and click 'Play' on CS:GO it says 'Running' then changes to 'Syncing' and disappears quickly like I haven't pressed play and nothing opens. Can anyone help?

Make sure you are running both Steam and the game as administrator.

how do u set them as administrators?

Go to the game's folder (by default, under C:\Program Files (x86)\Steam\steamapps\common) and right-click the game's executable, choose "Properties". In the new window, go to the "Compatibility" tab. At the bottom, under "Privilege Level" put a tick in the "Run this program as an administrator" box and click "OK".

okay I've done that, thank you, and now when I press play, a tab pops up then disappears and it says running and nothing else happens.

remember this is a home built computer so it doesn't have any software's installed on it, if that effects anything?

also i have windows 7
