I won a dispute for money from Paypal but Steam wont unlock me
I had a dispute with Steam over games not working and won the dispute with Paypal finding in my favor. However, Steam wont let me purchase.

You did a chargeback

So yes your account is suspended becaues you effectively stole money from Steam. Did you magically think they'd be super excited about that?

WHAT? The money I got decided by paypal was because the games never worked and Steam support couldn't help me so I'm supposed to be out $30 for games i never even got to use once?

Steam have got refund policy, chargeback is not the equivalent of that. What you did was commit fraud.

Unless you pay that money back in the 9 weeks allotted, you will permanently lose all access to your account, except to play games

A chargeback is for when you don't receive the goods you paid for.
You got the game, it's not Valve's responsibility to make sure a game runs on your PC. That is your responsibility.
You stole money from Valve and you should be happy they didn't file charges for your criminal activity.

What I have trouble wrapping my head around is the assumption that PayPal has some authority over Valve. Like "PayPal says you win, Valve have to let you win too". Logic?

People seem to think chargebacks are some kind of refund mechanism

They also are somehow shocked that a business can stop doign business with you. Like walking into a cafe and punching the waiter in the face. Then wondering why they won't sell you a coffee the next day. "I asked for cream and you gave me milk so I punched you in the face! you deserved it! Why wont you sell me my coffee today!"

That is standard procedure when you commit fraud. Reverse the fraudulent charge-back within the allotted time...
