Steam tampered my account details?

5/30/2016 I used coupon to buy FEIST , then my balance was NT$ 2827.48 . I also sold an item to market , and mark a price for NT$ 72.52 , but it needed to hold 15 days .
6/14/2016 The item on-shelf，at same day I refunded FEIST , and I received wallet pending notification , it needs to delay up to 7 days , and my account details also display wallet pending . During wallet pending , I received NT$72.59 from market at 6/15/2016 . After the item sold out , my wallet pending had recorded , but the balance was NT$2827.48 , and the balance of buying FEIST was changed to NT$ 2728.48

Steam tampered my account details ? Steam stole my NT$99 ?

I'm not really clear what this part actually means. You already refunded the game so what exactly were you 'buying'

Sorry,I means when I bought FEIST at 5/30 , details displayed my balance was NT$ 2827.48 , but after I refunding FEIST , details displayed my balance still is NT$2827.48 .

If I originally had NT$ 2827.48 , then after refunding I should have 2827.48 + 99 = 2926.48 , but details displayed I just have 2827.48 .

Then the details of 5/30 change to NT$ 2728.48 , but it original was NT$ 2827.48

So you're saying that your balance on 5/30 reads 2728 instead of 2827, which you remember it being? Those numbers are very similar so are you sure you aren't mistaken?

Note that when yhou do the refund the funds are PENDING. which means that they are not in your wallet yet. You're not 'missing' NT$99, its just not approved yet

When 5/30 I bought FEIST , my balance already have NT$2827.48 , but why after refunding , it still just NT$2827.48 ?

6/14 : When I just refunded. Yes,it is. There are parentheses say NT$99 pending.
6/15 morning : Parentheses disappear, and I saw my purchase history, it still said wallet pending.
6/15 afternoon : Purchase history display the balance, but it just have NT$2827.48

Well, personally I'd give it another day and expect it to clear up, but if you're really worried you could contact support to double check what's happening.
