But you could donwload it from someone else who has steam on oc, make a backup of the gamefiles there, and import it on your machine......probably works as it should...
Technically, so long as you can aquire the files that match the SteamDB, it doesn't matter where those files come from. For example, I've had a friend physically mail me a USB stick with a bunch of games on it when I was in an area with a very slow internet connection. Theoretically, the files could be uploaded to any website and downloaded if Steam were blocked by your ISP or network administrator.
So to answer the OP. Yes, you can download Steam games from another source.
