Report a translation problem
1a. When you purchase a region locked game, it will give you a warning before purchasing it. Games can basically be locked to any country if the dev/pub desires to do so.
1b. You can use a site like steamdb.info or Enhanced Steam(ES is a must have for Steam users http://www.enhancedsteam.com/ ), to view prices for various regions/countries. For example, here is MGSV:TPP https://steamdb.info/app/287700/
1c. As all regional pricing is set by devs/pubs it can vary game to game, but typically it is regions that charge around the USD price or above, but there is not set rule.
1d. It depends on how the region lock is set up. Some are just region restricted purchases. Others have region restricted install, while a few others have region restricted play.
1e. I don;t think you can easily check games you already own, but if you bought it on Steam you can go through the purchase process (without completing it) to see if it gives you a region restriction warning. Some games may appear in your library with regions added to the title like RU(Russian federation), ROW (rest of the world), etc...
