Steam not downloading games & workshop content

I tried reinstalling steam and changing download region and steam won't download anything, it will start the download but it doesn't do anything, it says 0 bytes forever

Try changing steam priority, or renew ip, or you virus scan your computer cause maybe something is latching onto your download speed >,<

then it is your router....go reset it because it is most definitely an internet issue if it is the same issue on all your computers.
