Paypal trades aren't supported, there's no such thing as "rep" on Steam.

Valve can't save you from yourself.
The stuff you traded away is gone, you won't get them back. They belong to the scammer now.
Nope. The scammer has likely already sold it or traded it away to someone else, or will soon. Also they aren't going to hold everybody's hand like that.
If you trade a item it's seen as a gift to the user. Steam will simply not take a "gift" away from a user. You should've looked at the consequences before proceeding with the deal.
You can trust trades if you do it through Steam, but that's not what you did. Some person said he would pay you through Paypal. Trades like that are not supported. You traded outside of Steam's trading system. You aren't supposed to do that.
When you make a trade, you will only receive whatever inventory items the other person added on his side of the Steam trading window.
