You can gift to anyone, even if you do not use the mobile authenticator. Just go to your inventory, select the game, and click "Send gift".

I don't have mobile authenticator, and still send gifts to people who aren't even on my friend list. You are trying to trade the game. Send the game as a gift from your inventory, via email if the person is not on your friend list.

The old Steam had no trading md no market at all. So if you want the old Steam back, don't use those features at all.
