I can suggest 3 things.

1) If your friend stored her phone number on Steam, have her change the e-mail here:
https://help.steampowered.com/en/wizard/HelpWithLoginInfo/?nav=changeemail

2) Your friend should focus on regaining access to her e-mail, maybe with the e-mail's support or any recovery e-mails she might've had set up for the said e-mail account.

3) Your friend should contact Steam Support.

It's practically the #3 option.

Your friend would go to https://support.steampowered.com/register.php and create a separate Steam Support -account.

They'd then include one form of proof of ownership in the Steam Support -ticket as well as the account name for the account they're trying to retrieve.

Steam Support doesn't have to be under the same e-mail address as his/her Steam -account.
