so i started downloading gta 5 and its complete now i open gta v then theres an activation need agreements then i check the box next i click check then it says you need a valid internet connection required

a normal one and i checked it its already allowed is the problem is low internet connection??

There are a few possible reasons. Server problems, network congestion, wireless signal, other hardware or software problems... it's meant for Steam, but check the Troubleshooting Network Connectivity article.

I believe you can wait as long as you please before activating, but you won't be able to play until you do unfortunately. Best I can suggest is to check this article:
