The Steam games can still be used on the PC client.
Your issue is with Nvidia.

You still are able to use the app, correct?
Just can't play all games due to Nvidia restricting them, correct?

But have not modified the app to restrict the purchase of restricted games. So when i open the steam app, i am presented with advertisements for games that are unplayable.
If the Steam app restricted the purchase of the games, this wouldn't be a problem. But it doesn't. It allows the purchase of all games but restricts the play of certain games.
If somebody only owns a NVIDIA shield, they can purchase games from the Steam store only to be presented with. Warning after the purchase that they can't play the game. There is no list of games that are / not playable so its now a guessing game if the game you purchase is going to work.
This is illegal in the UK and needs to be changed. When purchasing a product, you should be notified that the game will not be playable before you pay.
If it said warning this game is not playable on this platform would you like to proceed ? It would be fine. But it doesn't..

Make a post in the thread I linked and talk to the Nvidia moderator about their decision to remove some games.
Steam games are tied to the account. That account can be used on multiple platforms. The games can still be played on the appropriate platform.
Everything you are talking about has to do with Nvidia removing games from the availability list.
Valve does not have any say in the matter.
