It will take a few minutes for Steam to discover all files (depending on the game size)
and when you press download the steam will verify the files and not download them again
If you don't have them, they will get created after steam discover all existing files.
Now stop all downloads and exit Steam.
Delete all appmanifest.acf files from "steamapps" folder
Then copy game folder to "common" folder that is located inside "steamapps" folder
Open Steam and start download
Then, Steam will start discovering game files tat you copied to "common" folder.
And don't cancel or pause it this time.

What you are asking for
i downloaded csgo and pubg and i made a new windows << made a new windows? you mean installed a new windows?
"i have the game file but i but it in steam file and the application say i must be download it again" the game in library is it greyed out?
Here's what you needed to do before installing windows new.
You must have a copy of all fully downloaded & installed games - Steam copied to a different storage. Say a USB drive. Disconnect .
New windows
Install Steam log in. All games will appear greyed out in the library
Connect USB drive>Copy contents of Steam folder from USB Drive back to Steam folder C:\Program Files (x86)\Steam
It will now include the appmanifest_Number.acf in C:\Program Files (x86)\Steam\steamapps
these files will tell Steam the games are installed.
Exit Steam fully or even reboot.
Relaunch Steam all your games are now reinstalled.
If not r/click a game that appears greyed out properties.local files tab verify game files.
