How to gift a game to another person?

I would like to gift a game I own to my brother. Through the shop, I can't add it to the cart because it says that I already own it, so I have no idea how to do it. I was following the guidelines through the Steam Support, but I didn't find anyhting.

from the games store page, select ADD TO CART
you will then be shown the option to buy as a gift.

That would be nice, but if you already own the game, you can't add it to the cart.

i own Kerbal Space Program. when I add it to my cart, the only option I have is to buy as a gift.

is the Buy as a Gift button greyed out?

I'm trying to buy the DLC Aftebirth+ of "Binding of Isaac Rebirth" for my brother, but the Add to Cart button is greyed out. I have tried to also from the mobile app, but it says that I already own the game.

have you tried adding a game you own to the cart (not a dlc)?

I can add the basic game, but since my brother already has it, it's saying "Brother already owns The Binding of Isaac Rebirth"

Afterbirth+ is only available in a tailored bundle.

Only Afterbirth without the + can be purchased as a gift.

You can not send Bundles as gifts. You'll have to settle for sending the money to your brother as a digital gift card.
