How long does a purchase pend for?

So I recently bought Terraria for my friend so we could play together but it says purchase pending and it has for three hours. I was just wondering how long it normally takes steam? The money has already been withdrawn from my account so I know its not my bank taking so long.

Also if a sale ends before a purchase goes through do you have to pay full price for the game?

Pending stage ends when steam gets paid.

The game cost for you doesn't change during the pending wait.

to me, purchases have always been instant. instant gift purchases, games for myself...
seems like there is an (temporary) issue with you bank.

Its been more than 1 and a half days and the purchase its still pending. What am I supposed to do? I still have my money and it says that steams its still trying to confirm my purchase, but from what i can see it usually takes less than a day, not my case though. Helppp

What happened in the end? Did it go through the pending?
