Yes if you do something like this it can make it seem like you are trying to bypass region restrictions or abuse the regional pricing system both of which are violations of the SSA and can lead to any games bought being forcibly refunded and the account blocked from being able to make any further purchases.

No, Valve can easily see if something fishy is going on, not worth the risk imo.
People who try to game the system often whine in the forum when they get caught.

stolen or not it is still involving mismatched regions and attempting to bypass regional pricing and manipulate the market and violate the SSA rules to sell items on third party sites is still an issue Valve can and have ban accounts for.

Using marketplace sites is fine and no no one ever got banned for using skinbaron or bitskins 1000% sure. You dont seem to trade csgo,dota (the main games) so ur knowledge about this probably isnt very high, no offense.
Even gambling sites are fine to use, just risky because the sites bots can get banned anytime with the users items.
I know this from yearlong personal experience with this.
