Can i Gift a game to a friend , even though he hasn't spent money on steam?
I want to buy a game bundle for me and 3 of my friends, but it says i need to spend 5 dollars to get a full steam account. I will be able to do this but if i want to gift a game to my friends, who probably wont pay the 5$ fee thing, will we be even to play it?

Yes, as long as he is on your friendlist. Limited accounts can receive friend invites, just not send them.
Receiving a game gift is no problem and will not keep him from playing the game in any way, including multiplayer.

Thank you so much this helps me decide whether to spend money on steam or not , thank you! (btw this was to see if i should buy castle crashers, its a old game but if u havent tried it before then you definitly should)

Keep in mind...

If you gift a game to someone, it will count toward the $5 on your account, not the friend's account.

The $5 isn't really a "fee", it's a minimum spending level -- once you buy games totalling more than $5 or add $5 to your steam wallet, your account will be unlimited.

One way to easily unlimit your account is go here and add $5 to your wallet, then spend it on whatever you want.
