Would creating an itemfor a game in Workshop based on a Pepega flag could result in account suspension?

Because I'm actually afraid to do it. I know of the history Pepe the frog had in last years and that some people might not see him as a symbol of humor anymore.

Who decides whether item created for Workshop is inappropriate? Developers/publishers or the Steam staff themselves?

Also if you have any examples/stories to share, based on similiar situations, it would help me make a decision.

The owner of the artwork, the creator of the character, *DOES NOT WANT YOU USING IT*.

No one has the right to use it, so don't. He purposefully had Steam (and presumably other sites) remove the images and has every right to yank them as they come up.

You mention that, but e.g. Wallpaper Engine has quite a lot of Rare Pepe wallpapers. I don't think the author cares anymore to remove every creation on the internet based on his character.

Also, by creating this thread, I was curious if a creation like this would be removed because it would offend others, not removed because it breaks copyrights.

That wasn't my point. I've already said it twice, but can do it again if you've missed it. My question is if the flag that I've linked above is considered by Steam/Developers/Community as offensive and racist (to me it's not, but I've seen people have different opinion on that). Let's ignore the whole copyright part for this discussion only.
