FATAL ERROR THAT I CANNOT SEEM TO FIX!
TL;DR - Steam will not launch following error code 'Fatal Error; Steams needs to be online to Update, please check your connection and try again' Despite my PC running everything else fine.

Okay, I am finally posting this here because I am at my absolute wits end with this. Yesterday, I got on my PC to play Squad, it is worth noting that an hour before this I played GTA for hours with no issues, anyway, when I got on my Computer and launched steam, I noticed Squad had an 'Update' so I clicked update and it installed 3mb of what was left of an 'Update' the update bar said 'Installing; 12.81mb/12.84' so i let it continue thinking i may have accidentally paused it. It completed and then the progress bar went back to zero and it kept saying 'Installing' I left it alone for a bit since I know steam has to unpack files after an update. When I glanced back over to my PC, I noticed nothing had changed and that the percentage indicator in the Library was pinned to 100%, an issue I have ran into countless time during my tenure using Steam, so I did what I always do and restarted Steam. When steam Reopened, Squad said there was an Update AGAIN so I clicked it, this time it said 'Resume' when I clicked it, I noticed that it said the exact same thing, literally, 'Installing; 12.81/12.84' to cut it short, Squad got stuck in an Update loop that I COULD NOT FIX! I tried verifying integrity, but it would just sit at zero, tried moving install locations, but it wouldn't let me, so I got pretty frustrated and decided to uninstall steam all together, without backing up my games, mind you.

Now, this is where the real issue occurred, I reinstalled steam, and Launched it, or tried to, except now it will not open and it gives me the following Error Code; 'FATAL ERROR; Steam needs to be online to update, please check your connection and try again.' It is also worth mentioning everything else works fine on my PC internet wise, including games that I own that are on platforms other than Steam. I have done literally everything there is to try and fix this, turning off Firewall, adjusting DNS settings in windows, using ethernet (which I use by default) then trying WiFi, both of which I adjusted DNS settings on, I've done netsh resets in CMD, DNS Flushes, the whole shabang of steps that I know I can take to fix it and I still get the same error, without fail, every time.

So I dug into my Log files for steam and this is the following Log report;

So, after reading that it wasn't reaching or pinging media.steampowered.com/ect, I went into my browser and tried connecting to it from there and it gives me the same issue saying 'this site cannot be reached' I have literally gotten to the point where I tried to just reformat my PC to solve this, and OF COURSE, Windows being Windows, that is broken as well and everytime I do that it just cycles from a black screen back into Advanced Toubleshooting. I am genuinely at my wits end with this whole ordeal, nothing is fixing it, and I really do not want to have to create and ISO for Windows and go about that whole process. If anyone has any ideas on whether its Steam thats down or something, ANYTHING that may be a step that I could take that I haven't already tried, It would be appreciated. Sorry for the the long post but to hell with it, I don't know what to do here and I am usually pretty good at being able to fix whatever issue I am having. Thanks.

UPDATE; As of about 45 minutes ago i managed to fix it, turns out i deleted a steam root directory in my rage and that was causing issues, so i simply pulled all of those files from my recycle bin and copied them into my new steam directory. This thread will be locked, if anyone has the same issue pop up, ensure your root files are still in place.

Most will not reply then it solved, why bother wiht it, but there are some minor steps here you forgot, depend on tyou want ot know or might already know them, and you could have forgot them in the heat of the moment.

first a GTA update , this mean game DL maybe under gameplay, fine, but cant be execute while game files is in use. ( even online GTA5 ) then somehow patch it and you strat it again and same or new update with fix ) this is know as clear DL cache and validate game intergrity of files, noty the first time a game Devs could have update missing content, and it wont work for you because they change something and you already have same file, its rare but seen before.

then you mention no connection now, again what are the odds own ISP is down at same time or congested network or wifi issue in top of this, so teachnicaly you might had 2 problems on same time,

because most here can tell you no matter what that delete of root files and restore of it is one thing , but wont explan cant connect to steam server,

and way all this dont matter now, then it work try see it what if this is next time, and who knows other steam user might read this, learn to do better.
and learn online player should not use wifi, if it was so good dont you think tournaments will use it then. ( and casual player you cant be because they have not complain over it they even wait 24hour later before take action on anything, most lear such from old days then ISP or other network issue can happend and most problem is fixed way faster then 24 hours later, )

again see its as next time and be happy someone bother with a reply then it work anyway.
most will not even comment on it, problem is what about next time then its not working, then you wont know or try check for other things.

do note update and then things go wrong is also have plenty of free storage space, so technicaly alot of other things can happend same time. and we cant see them here in what free have enough work space is not a joke.

why bother with it, because no one else will, gl with it, could help untill next time.
