Pre-Purchase vs Pre-Order

Is there a difference between buying a game on steam listed as Pre-Purchase or would it be the same as a "Pre-Order" ? {still considered a Pre-order?}
for instance Bought a game on the 10th - Game releases on the 30th [same month]
Or does Pre-Order status only reserved for a purchase, say months before release date?
Some games offer additional content with a "Pre-Order" hence my question.
