Where are you, the US?
No idea what to do but I can tell you my highest ping on any euro server is 24ms so it's not the servers.

no im in europe i have already checked the servers and i know there is nothing wrong with them
the thing is that i checked already 2 different PCs with my connection and both seemed to have high ping. on the other hand i dont seem to have any problem except for dota...

Type the following into cmd.exe and hit return.
tracert vie.valve.net
sir yes sir
w8 a sec
what am i expected to see? i dont get the results... :/
Lolz. Sorry. And it's ma'a, yes ma'am. :-P
It's traceroute. It will tell you where along the connection is doing bad things. It's not a solution but you'll have more info toward finding the problem.
hehe yes ma'am then :)) well the way i see it, the ping on the IP that resembles my city is like its supposed to be i guess?? 40ms when its passing through this IP 62.75.8.141 it goes from 39ms to 83ms and from there it starts an upward course where it finishes at 123ms so at step 5 starts to the problem i guess
ofc i dont know what am i supposed to do now :) dead end XD
Each ping is for the hop from one server to the next. If you find one that's particularly high then you know that's the problem. If you don't get any bad hops then it's probably in internal network problem.
The route taken is dictated by a server. You can use a different one or use a proxy to bypass a bad hop. You can even contact a server's owner about their server being a pain in the butt and sometimes they can be helpful.

fist 2 hops your your router/modem
next few hops are your isp
the rest are the internet/servers

1-2 are above 5ms, there is a lan issue
if 3-4 are over 100, its an isp issue
Yup.

Okay so if you want to find a bad hop etc you use traceroute. An easier tool for you might be nmap http://nmap.org/download.html

So these are my hops on a traceroute I just ran (this is a very slow route for me):

TRACEROUTE (using proto 1/icmp)

HOP RTT ADDRESS

1 1.00 ms dsldevice.lan (192.168.**.**) [my router]
2 11.00 ms lo0-central10.ptn-ag02.plus.net (195.166.128.191)
3 10.00 ms link-a-central10.ptn-gw01.plus.net (212.159.2.132)
4 11.00 ms xe-1-2-0.ptw-cr01.plus.net (212.159.0.112)
5 10.00 ms te-4-2.car5.London1.Level3.net (217.163.45.249)
6 ... [timed out]
7 10.00 ms ae-121-3507.edge4.London1.Level3.net (4.69.166.9)
8 12.00 ms GTT-level3-2x10G.London.Level3.net (4.68.111.26)
9 40.00 ms xe-4-2-0.vie20.ip4.gtt.net (89.149.183.137)
10 41.00 ms 146.66.155.1

The IPs can be looked up with whois http://whois.domaintools.com/

1. my router my problem

3. http://whois.domaintools.com/212.159.2.132
