Without that information, the only solution I can give is to change your download region.
Steam > Settings > Downloads > Download Region

Since when downloading older games was slower than new ones?
i have no idea , but when i downloaded titanfall of origin i get much more speed then i downloaded bf3 or bf4 , so my question is why is it always the same for steam?
So even ea couldnt give you 50-60megabytes/s.
That would be like 480mbit/s ..... and where one could get that?

so you saying with the speeds i getted from ookla speedtest cant connect the download speed i was getting from getting titanfall?

Yoiu would have 400 mbit/s in your speedtest to get 50mbyte/s download.
Nothing wrong with Steam or your ISP, but it's definatly the download server (Steam > settings > download > Region (Try other Dutch servers or German/UK/any other EU country)
Think you're connected to that one download server that doesn't allow full speed downloads (over capacity/ transfer speed regulation to prevent becoming unreachable?)
About Origin download speed.. Wouldn't use that as an example.
My downloadspeed on Origin is 3,6 MB, according to their client. But my actual downloadspeed is only 1.2 MB per second (Crappy KPN DSL). I'm pretty sure the speed is faked to make origin look better than their 'competition'.
