You could send a ticket to Steam Support.

You can see Community Moderators and Staff members at this link;
http://steamcommunity.com/discussions/moderators

But unless it's really required It's probably not best to contact them so directly. Reporting a person via their profile will be essentially the same thing, except the message will be better managable on their end.

There is no need to attempt conversation with anyone but support.

Report profile, submit support ticket.

its not just that he gave me a fake arma 3 which i had for 3 days and i payed for it. it looked legit and there was no way you could tell it was fake. So the reason im asking for a staff member is because i payed for it with keys which i used money for so i want a real arma 3

Do what everyone has told you and contact Steam Support.

I think there is something lost in translation here.

You just need to wait for Steam Support to respond.

Please do not reply to this email. This email has been sent by a machine, replies will not be read.

Hello,

You recently sent an email to Steam Support. Our automated system has detected that you have sent 3 email replies to a single question in an hour.

To protect against an auto-responder loop the Steam Support system will not send to you any more automatic notification emails. You will continue to receive replies by our staff and you can continue in replying to them, you will simply not receive automatic confirmations of any replies you make

You simply do not understand what it is saying.

You will continue to receive replies by our staff and you can continue in replying to them, you will simply not receive automatic confirmations of any replies you make

That part, the "You will continue to receive replies by our staff".

It's basically telling you to wait until Steam Support responds to your ticket. Stop spamming them :)

You will no longer receive AUTOMATED messages. Support will still respond to your ticket eventually. You just need to wait.

but i find it much easier to talk with a staff member right now as i was scammed for a fake arma 3 and this should be dealt with and i should get a real copy of arma 3

Doesn't matter what you find easier. You just have to wait until Steam Support responds. They have to investigate everything, it takes time. They also have to work with ever other user who contacted them before you.

You will have to wait for support to respond. The more you spam them, the longer it will be, for everyone.
